I think officers should be able to promote people to officers. This would help dramatically when scanning for bases instead of always having to get 2 quick reds or waiting around for a leader to promote someone who's willing to scan a base |

Or the leaders can change the rule so that all members can scan... If you have an issue with someone scanning and locking...then boot them or kick them have them reapply to learn how it is done. |
