This takes it's inspiration from a different game (I won't mention the name or some trigger happy mod will probably ban me - It's happened before to me, when I mentioned a performance enhancing programs on a games bug report forum to help solve a bug XD - But that's a tangent.)

Alright - Players may build star bases.

USES:
There would be two, Actually, scratch that, three typical uses for them:
1. Military - Has modules that argument your ship
2. Industrial - Cloaked, and has modules producing arty/mining/res.
3. Commercial - Oppisite of Cloaked, has modules making it more likely to be found - Sells products and serives to players

NOW before I go further, I better clarifie how these are different from legion bases. Firstly, they are maintained purely out of the players pocket - Only the player can pay their upkeep - But I suppose their are ways around this - but I'll get to that later), Secondly - The methods of finding them are different - again, i'll get to that later - come to think of it, it'll take a while to get to everything, so just read the whole post before complaining :)

POS (Player owned starbases) are build by individual players. They can perform a number of things for players, but the builds will vary. They will probably have to have a separate in game tab for them (And research tree). Players can build their own ones, and may use others (Depending on build). Players may alert their starbases to their own legion, if they wish - The alert will go in parrell to planet/player alerts, rather than letting only one go through.

THE POS TAB will look a little like the battle tab, It will come in three components: the first is a map of the galaxy, operable by clicking a button. simply put this is a picture with clickable white dots on it (Representing Star systems). Perhaps if Dan want's to go the whole nine yards, the NPC spawns, and player spawns will be affected by where you are on the map. If you click once on a star system, It brings up a dialogue a bit like the player ship one, displaying a stock images of the system, perhaps from 7-8 different stock system images. There will be approximately 100-200 star systems all up. The dialough will display the name of the system (Might just be a number such as NC-1937T, or a actual name, like Orion), the security of the system (From 0.1-1.0), This will only be put in if dan makes NPC spawns based on your location, this is how secure the system is, Lower numbers are less secure - Bigger, Nastier NPCs more likley to spawn, also possibly that Certain NPCs might spawn more often in ones system that another. The count of players in the system, If you dan makes player battle tab spawns related to your location. Only players in the same system as you will spawn on the battle tab, this may make it possible to 'hide'. The number of planets in the system, I have no affect for this, excect as a token of the size of the system. And a list of the most notable features (More on that later). In this dialouge, there is a button where the 'attack' button is on a player/NPC, it is 'Travel' IF you click it you will begin in to move to that system, how long this takes is based on how far you are from it.

NOTABLE FEATURES is the what it sounds like. The larger the system is (IE the more planets) the more notable features. List of them below. The notable features is a bit like the NPC tab, they spawn more or less at random from the pool of available features in the system. POS's are build on notable feature. The notable feautes list, on the POS tab would be like the NPC tab, better ones are rarer.

POS's (With certain) can be used to:
Store Artys/Minerals (Storage modules)
Enhance Ship systems, Giving boosts to Attack, Defence, Scan... (Maintenance Bays)
Product Artys/Minerals/Res... (Production grids)
Sell services from Maintenance bays/ Storage modules to other players, at a price set by owner. (Sale modules)
Repair ships (Maintince bays) - Owner can add a charge to other players to repair ships.
Advertise, to aid sell services, can install modules that increase the chances of other players finding them.

With all of these features, the Notable features the POS is build on can give boosts to them. Rarer Notable featues = Better boosts.

POS DISCOVERY, the third part of the POS tab is a list of 5 POS's at random from the system you are in. You can bookmark POS's you like, to a list for easy access. By viewing a POS, you may view the services it offers, buy from it...

POS upkeep would be less than legion bases... But slightly higher that a ship's upkeep.
POS's have images to choose from, like legion bases.

that's my two pence.

Okay other than research tree as a way to upgrade this, maybe consider that you could use minerals as upgrade material like EM and CTP for legion bases, and some energy.

Other than this it does sound like a good idea.

I certainly agree, It would have to be it's own research tree (I though I put that in there sowhere, Ah well...It was late and I was tired :D ). And the CTP and EM is a mucs to prevent it being OP - IE rank 5's have super star bases.
