My idea is to make tactical officers part of the arti draw and also make a CTL item using them. And the CTL item could be alot similar to the velox thruster/aegis capacitor.

Well that's true, but would be good to have this CTL item. Perhaps 50 rescued prisoners(u can put up your tacticals with them) and 500 crimson obelisks.

Same for helsmen and scientist tough we do have android for them ? ...

Tac off android would be OP

Android Tac/Engineer would be massively OP to those with high artifact income.
