I'd like to see an upgrade to the Commerce Bay that could incorporate trade pacts.

Namely, with a Commerce Bay installed on both legion bases that have a pact with one another and with a certain percentage of upgrades (much like the upgrade available to the shield grids), the two legions in questions could trade artifacts that would otherwise not be available for trade. (Containment Missiles, Orbital Mass-Disruptors, etc.)

It's a working theory. Feedback and additional ideas on this theory will be appreciated.

I dont mind some of the artifacts to be traded, like CM and OBD are fine
but some others should not be traded under any circumstances, such as temporal flux, starchart purger, any artifacts that is used on your own ship(include stuff like Xcharge and null fuse) etc

The former would benefit from multi abuse in a minimal lvl, while the latter will be abused much more.

All the more reason to make upgrading your commerce bay and achieving that goal as difficult as possible. Look at it as a reward for the truly dedicated. It will also bolster the importance of trade pacts between legions.
