upgraded cannons is fine, but it should be 1200 hacks (stepping stone to 2600) and 2500 raids (stepping stone to 5000). plus, if you are opening up npc slots, there should be something npc-related in the requirements. x kills in 48 hours should cover that.
or, you could make this another chain, and award 1 additional NPC slot at various increasing levels. that would take care of complaints that the medal system is just for show.
ooh, even better ... reward the stat hogs and make another condition that you have to be in the top 50 on one of the pvp leaderboards (to get the medal, you can drop off after). that would make that element more relevant to gameplay too
