For the cast majority of players the main issue with deck space is that they don't have enough of it. At a certain point (if they are smart) they start stockpiling ship bots or simply trashing them. There are a limited number of modules remaining and any extra deck space they add becomes a liability due to pushing up their damage cap.

What I wish for more than anything else is the ability to reduce my decks so that i can remove less valuable modules without being comparatively weaker than a person that never added the deck space to begin with.

What i propose is a daily mission available to higher ranked player either rank 600 or someone with more than 4000 deck space.

It should consist of a small energy requirement, ship-bot and a crimson obelisk. Ten actions to complete mission using approximately 1000 energy 10 ship bots and 20 obelisks. Idea being reprogram ten ship-bots to create a robotic ship dis-assembly team beefing up the welders with crimson power to be used as cutting tools, activating dis-assembly team reduces deck space by 20. Also this could convert spare parts to (a small amount of) hull/shield durability but this would just be an incentive for people to spend energy on mission so their ship-bots don't collect dust in their holds.

The reason for a daily mission as opposed to a mission that can be repeated at any time is so that someone cannot dump masses of decks one day and add a heap the next (it should be more about fine tuning than hitting your ship with a hammer)

The inability to reduce decks becomes an increasing problem as more players reach a point in the game where they cannot use ship-bots and exceed the value of some of their modules. While i would be an extreme case and would happily drop 4000 decks and run absolutely the leanest ship possible, most people would be interested in dropping at least a few of their crappiest modules.

high level players would become invincible as they have enough helmsman , tacs , hull/shield and a few small modules with very high attack/deck ratio

As opposed to the high rank players that never added the deck space in the first place? The issue is that once the decks have been added they cannot be removed. This leads to a very small segment of the population having a massive advantage over the others no matter what the other players do.
Do you think it is fair for that small minority to constantly hit every other high level player for three times the damage that they can be hit for. This is about giving all players the option to change.

I feel this could work if there is a minimal deck limit of 3000-4000 or so. But reducing it anymore below that would be bad

I am one of those very small percentage that have an advantage due to less decks.

The thing is, i worked for it. Hard.
Everything a big ship does casually, scanning, hacking, invading, attacking, defending, whatever, i have to modify my ship for each and every time. It takes effort, time, and massive repair costs. I planned my ship build in the first few months of playing the game. It was easy to find out how defence worked. If other players instead wanted the biggest ship they could get, that was their choices.

I paid in massive disadvantages the entire length of the two years i have been playing, for the advantage of taking less damage in pvp. The entire concept that anyone would casually be able to gain a small ship after using all the advantages of a big ship would make me rage massivly.

I put this on the same level as letting powerlevelers swap out their 10k engineers for 10k tac officers when they get bored.

As Golgotha said, that small % has an advantage because they worked for it, in many cases from the very beginning. Allowing other players to go back and correct their mistakes would completely defeat the purpose of all those who did things the hard way and are finally enjoying the rewards.
