There has to be a better way recruit people to join your legion.

1 not every one going to sign up for the legion forum account.

2 send message to player to with no legion why they should join. this wast of energy. should be free for recruiting.
3 send message to small legion asking them to merge. this wast of energy . should be free for recruiting.

4 I think the Galaxy forum area Legion is to noisy with different legion trying to get player to join there legion. Your putting out lot of energy trying to get members to fill your ranks.

There should be a requiting area where people that looking to join a legion put there contact info and there stats so that each legion that looking for members can search that recruiting area that match that legion requirement whatever they may be.

The legion sends a message to that player that the legion has space available if they want to join. part of the message would be the legion stats so the payer can chose to join or keep looking.

a full legion would not be able send anything to the requiting area.

you could also send a message to smaller legion asking if they would like to merge. the smaller legion can not be bigger than there available space. say members in legion is 40 and max is say 50 then you only could send a message to a legion 10 or bellow.

Then once it oked to merge then there be some way to merge to 2 legion. the smaller base would be taken part and used on the bigger base as parts to help to get to the next level.
