20 charged Exo Clamps
+
20 Shield Restorers
=
Base Shield Restorer

basically would restore a portion of the base shield. was thinking like +5k shield per use.

feel free to add on to or tweak the idea.

-1, one you have to discover the thing then the thing costs lots of exo clamps that you could put on your base, plus for a level 6 or up base 5 or 10k shield is nothing they have at least 200k shield on them.plus if you have a big battle group like the tri attacking you that 5k shield is going to be gone in what 5 or 10 seconds. then if you go by % it gets too powerful.

5 or 10 seconds? You underestimate us sir... 8-)

Though I do agree. Legions that have lower level bases most likely won't be able to afford spending exo-clamps for a one-time temporary boost. Higher level bases are going to be getting hit by legions/alliances that will chew through a static amount in no time and as stated, a percentage fix would be OP. You're just better off using those exo-clamps for permanent stats.
