I'd like to add 3 new Artifacts geared towards cutting down the special ability of NPCs, Elites, & Bosses. Something like a common Artifact that Jams the NPCs system therefore cutting any outgoing special ability by 10%, it would cost 5 Energy to use and can be used against any NPC. A Rare artifact that cuts the outgoing SA by 50% with no Energy Cost, but doesn't work against Elites/Bosses. Then they'd also have an Artifact that can only be purchased in the CTL after discovering it that would work on Elites/Bosses and cut the outgoing SA by 50% for 12 Hours. Sort of like they do with the EMP Sphere>Drannik Sab>Recondite Intruder Artifacts used to cut the Defense of NPC Ships.
I deem an outgoing special ability as one the NPC does to an Enemy ship. So this artifact would have no affect on an NPC that improves it's own Atk or Defense. Only one who's SA cuts the Atk or Defense of the enemy ship.
Thoughts?

An artifact would be nice, but it would lower the value of Genetarr, whose only redeeming point is Improved Mind Influence.

-1 from me .. A) dilutes the arti pool further B) we have cages that are free to use and remove the effect completely why have an arti that will dilute the special ability only to have me use a cage to remove it anyway..
