Making the useless usable again

Many players have made threads in regards to base defense. Hope i'm not steeping on anyone's toes by suggesting what I have to say but I think I have come up with a very easy way to slightly tailor base fighting so that the defenders have more to do. I mean lets face it. These are supposed to be bases, the greatest symbolism of pride for each legion. Vast amounts of research, energy and resources have been pumped into them. It is one thing if everyone is away at the time the base is attacked. Sure let it drop fast, but when we are around, desperately trying to defend it and all we have to do is the basic buffs and hull repair. DOH!
So there are 3 abilities that are taboo to use in base fighting. Anything other than buffs and hull repair means certain death and a waste of points.
Remote Intrusion Lowers the attack of the current 3 top base damagers by 90%. Lasts 2 hours. Costs: 3 Ability Points 1 Base Comm InterlinkModule(s) Installed Target Locked & Damaged 3+ Hacker Professions (Loyal Members)
Inverse Energy Vortex [ Trap - 1 Day ] When applied, the next ship to damage the base will increase the bases' attack by 10% of that ship's attack rating. Costs: 2 Ability Points 1 Warp Arch Module(s) Installed 3+ Inergon (Loyal Members)
Krionite Minefield [ Trap - 1 Day ] When applied, the next ship to attack the base will be dealt damage equal to 50% of its maximum hull + shield. Costs: 1 Ability Points Base Level: 3+ 3+ Saboteur Professions (Loyal Members)
So what to do with these?
How about we change them from using points to a count down timer, much like certain player abilities. Once you have the required minimum members in the base to unlock the ability you can reuse it at no cost every few minutes. The more members you have of the required race/profession, the shorter the timer. It can also scale with base level.
So just an example, say the Krionite minefield has a timer of 5 minutes. Each level up the timer is reduced by 30 seconds so a level 6 base will have a timer of only 2.5 minutes. The time is further reduced because they have 5 saboteurs (2 more than the minimum for an additional 20% reduction off the 2.5minutes) bringing the time down to 2 minutes. Every 2 minutes they can set up a mine for free. YA!!!!! Something to do.
The time intervals can be up to debate. Lets just think of this all on the grand scale and please comment on more than just no or yes.

I think that the Inverse Energy Vortex would have to overwrite, not stack. Otherwise +1
