Dan can u make this have the same affect on Attack as it does on def. if they population is unwilling to defend they are just as unwillling to attack.

The population aren't not willing to defend. They're like a rebellion... Acting against your forces.

Difference here:
The attack modules are minefields - in the sky
The defence modules are shields - on the ground, where they can be sabotaged.

they also put the mines in the sky mate they can deactivate them.... sabs works all ways. as long as def and atack both count towrdes an invade the ability should affect both atk and def, because its a pointless affect if it does not.
