This would have to be either have to be:

1) So obscenely rare you get this once or twice...ever
2) Reduced substantially, as it's too OP. At absolute maximum it should be 30%

As is, -1. With modifications...maybe, but probably still -1.

It doesn't seem too powerful, considering you can spam people with artifacts already. If it's about as common as the Krionite Torpedo, or as low as half as common, it should be fine. Of course, a new NPC would lower the chances of the other NPCs, so this probably wouldn't be worth it to NPC hunters.

I have to respectfully disagree that it's not too powerful. Couple one of these with a KrioTorp and even a stronger online opponent stands little to no chance of surviving an attack. Bomb Bomb and start attacking and you're going to be at 1/4 hull before they even get the popups (which hide your hull/shield status but that's for Issues and Support). Throw in the way repairs only work 20% of the time and this would be a very overpowered attack that gives people cheap kills on much stronger ships.
