abandoning planet art

 abandoning planet art would be nice from a extremely rare npc drop or from a mission as most players have got planets thay took at a small ranks and now would like to abandon to make room for nicer planets and dont want to wast GL points on them

+1 yes definitely. there are some planets I wish I could abandon because their productions aren't that good but I can't since I have 0 GL pts
