If the productions on a planet are all 28x or more make the adaptive spire's give +2 to mining, arti and research

personally id like to see a list of planet types with a list of what the output the spire will have when installed.

no prob was kinda tricky, had to look in mission arts to find it, tried looking up spires and got some random spam
