I've seen more and more "I can't pm members"

Is there a way to implement a warning message stating what needs to be done?

(ie)

You cannot message other members until you have made at least 3 posts in the forums.
Please visit the forums to become more active and reply to your favorite thread.

And those topics generally get them to the required 3 posts without spamming anither thread.

Wouldn't hurt but don't see the threads as that big a deal either.

New members don't know to check the FAQ, they'd rather post in the forums.
I'm simply stating, use a better message.
