 Change Boss debuff

Currently boss debuffs are largely ignored while hitting it and only people usually only pop a cage after they are done with a lock, because it's either too tedious to cage everytime and sometimes it actually doesn't matter (still hitting cap or close to after debuff, for example)

so here is my proposed change.
1. make it stackable
2. make it trigger less frequently.

#1 is obviously to counter the "ignore it, it doesn't matter" method. #2 is to make it less tedious and also counter-balance the obvious boost stacking will provide to the power of NPC debuff.

I think this should make NPC debuff actually able to do what it's meant to against players of all sizes instead of just the lower end of the bracket.

I would expect more NPC to come out this way though. But Odragon is right its a pain in the butt. lol But its a fun pain in the butt if you ask me. :D

I think it won't be as much of a pain if it doesn't trigger too often. say trigger once 30-50 shots, and for most ppl they only need to remove it every 2-3 triggers, so 50-100 shot in before having to cage.
I just want the skill to affect the higher end of the bracket a little instead of just being mean to the little guys.

The solution to that is better balancing when the stats and alert range are determined for elite/boss NPCs.
