When dealing with players not contributing to upgrading your base, it would be nice for the leaders to be able to look up where members of the legion are with regards to base research and not simply take their word for it.

I'm thinking not showing which level of research they have researched but also how far they are along the next level.

when you have a base evenly distributing artifacts to all players it'll give a tool to the leaders to better understand what is going on with certain team members that may need some "encouragement".

Did we move to North Korea when I wasn't looking? Are you that power hungry where you need to control what legion members do in every way, shape or form?

If you do not trust their word, they should not be in your legion.

Move it to percent for a day or two a week.
Get rid of the ones that are now suddenly able to contribute.

Detecting an ID 10 T error above in that quote...

Are you that much of a drama queen making that analogy??? aiya.......

just trying to come up with ideas on how to deal with people not contributing to the base without blindly kicking users without being 100% sure what is going on.

if I was that power hungry, they'd have been kicked already....

False, it's perfectly valid and has no errors.

The analogy was to point out that leaders should not be dictators, which this idea was aimed towards. Spying on your own legionmates? Really?

Even if this idea was used, you still do not know the full extent to someone's reasons for not contributing. Upkeep, missions, planets, RL issues, etc. are all deciding factors into someone contributing and not contributing. Research levels only decide whether they can or cannot, not if they are able at that time.

True, that's what the simpleminded power hungry person would do, but controlling your legion's actions regardless of their situation is what a smart dictator would do.

You want people to contribute? Rewards, competitions, percentage payout (as KJ said before) or even giving people research planets so they can unlock the base research faster will get people to contribute.

If you're that worried about it, a couple days of % will get donations rolling in. What you do with people at that point is up to you, but booting them right after they contribute won't really encourage the next guy to donate.

Basically the same argument I made against a legion-enforced tax to provide upkeep moneys for the base. No leader can possibly know the financial (and in this case, the scientific) situation of each and every member in their legion. Nor should they. What I spend my research or credits on is MY business only.

Also, keep in mind that adding stuff to level up a base is just one small part of being a good legion member. Leaders had to evaluate members on many other things before bases were even added. There is no reason why those things should just be ignored simply because there's a tally for base contributions.

Ive gifted a few members with rank increases for GP purchases, but 95% of the rank increases are due to playstyle, following our minimally short list of rules, and AIDING THEIR LEGION.
that doesnt have to mean upgrading the base (which most simply cant do), it means helping others out when they neex artifact X, or planet X, or ship advice/ what to focus on.
If you build your legion to work WITH you, rather then FOR you, youll have a much happier legion.
