There is actually a reason for this. It is supposed to be a rare material used for high level missions. You do not need it at your rank, therefore you cannot get much of it.

Mostly it'll be people higher ranks than you that have to worry about base building. If you wish to help out, contribute energy. If you're in a small legion on your own with no higher ranks to help you, then you should probably find somewhere more established until you're of a higher rank.

gp/in game store. honestly only spend real money on a game if you have an extreme excess of money.
