Basically you place your Buying order, and then someone who is selling can either Fill to you if they like the price/want the credits now or ignore you and place it for sale at normal bidding time delayed & non-certain fill auction.
Perhaps a different tab.. Browse Orders to keep it clean and apart from the auctions.
i don't think you need to restrict the buying to something you have in cargo ... just use a standard listing like in the GP store. cost to place a buy order would be 25 energy (since it is a buy-it-now kind of thing). same maximums as auction market means that no one will be placing buy ordes for EM, but it should work for most everything else.
benefits to buyers - fixed energy cost, price set based on buyer's demand, can see how many competitors you might have at auction
benefits to sellers - get credits fast, can see range of prices to better set starting auction price
negatives to buyers - can spend 25 energy for zero return ... just like getting overbid twice now
negatives to sellers - might cause less activity on auction market ... race to the bottom in pricing
