My Legion can have fifteen trade pacts. For argument's sake let us suppose that all of our allies have fifty members, bringing our number of possible trading partners up to seven-hundred and fifty. NewGuy13 wants me to send him one-hundred Time Manipulators so I go through the motions only to find that my trading partners are not alphabetized or sorted by level and there is no search function. I am sorry, Newguy13, but I cannot help you because I cannot find you in the fifteen minutes that I have before work.
