Colonization of an unoccupied planet costs you to essentially set up towns/cities and a population to inhabit them.

Invasion of planets is, presumably, paying to deploy some sort of army to drive up to the main governmental building, kill the guy in charge and say "We're taking over!"

So I go out... I buy this mercenary army for 2 Billion credits and drop them onto this planet and they fail to take the planet. I still hired that army, didn't I? Why shouldn't I pay for them if they fail? It's my understanding that this used to be the way things worked. Did the mercenary companies have a change of heart and implement a "No win - No fee" policy? I think that it should still cost credits to attempt an invasion.

This will, to some extent, discourage the use of footballs. Maybe it'll cost half as much if you fail the invasion instead of succeed as you don't need to pay the government and all that to run your planet.

It won't affect footballs that much. Most whi use then are low ranks with low costs. This will however be crippling for high ranks with bad luck.,

For some of the bigger players, this could have quite a huge impact. Top upkeep is pretty high.

Also, in your first post you said something like "hire blah army". This is wrong, it's your own crew that invade/determine chance.

This was how it use to be. It was changed for a reason, not sure the exact one but honestly it would do more harm than good. Footballs are not going to be discouraged by this at all.

This idea will screw over the upper ranks and other players who dont use foot balls. so unless we get rid of the 90% cap and let us invaide at 100% if we have the atk for it then -1milllion
