Just throwing this out there. How about a ct lab item or badge item which allows oneself to decrease actions. Obviously to prevent abuse it would not be unlimited but will have a daily cap like a tm. Say 10-15 actions across the board in all 3 categories.

-1, the TM cap could simply be increased. This is totally unnecessary.

I believe he means you basically zero yourself, without losing resources, not decreasing actions as in being able to use more TMs.

In theory yes, but im looking at it as a defensive function. TM is offensive. In some ways this is a reverse of a tm. Imagine being hit by a player 20 times, but because of the artifact, you can only return 15 actions instead. It would be a huge incentive to go for with the major pvpers to lower their actions even if ever so slightly.

exactly, but it would be capped daily like a tm to prevent self zeroing. Knocking some (and not too much), but not all actions off.

I still think that would have too many drawbacks. The current daily set is 3 - 5 - 5 the artifact you're suggesting could be used at max 12 times to allow one action being done. Since you could simply zero your disables you wouldn't be a target and if you also zeroed your hacks then no offensive moves could be made against you in a day.

So still... -1
