I've been pushing for a while to have some kind of planet changer that gives a specific size.
The example I used was below, please remember, it is pretty old (2011) and the stats may not hold up as well now but I still stand by the idea of it giving a specific finalized size (IE, Average would become Massive, Large would become massive, etc). I do think that VM would become M since it shouldn't affect production since Dan made it so you couldn't get production from overloaded planets.

I think the idea of finding NPCs after doing the irradiated planet mission makes sense.
I'm bucking the trend of +size planets and saying this upgrade will make all metallic planets getting this upgrade massive. So yes, a very massive will become a massive but an average will become a massive. This will make planets that are normally ignored because of size become viable and valuable.
