I'm sure it has been suggested before, but I feel like the Chthonian Exchanger needs to be usable on your own planets. The task itself requires a good amount of Exotic Matter, requires people to be in relatively rare professions (or at least to spend GP to get to those professions for the mission), and to colonize, uplift to 15x research, abandon with GP, and colonize again to make it a worthwhile planet to use the artifact on. Having race/profession requirements for certain tasks in legion missions is a great concept, but when requiring less used races/professions, the reward needs to make it worthwhile to encourage a sufficient number of people to change as needed, and right now, it just doesn't feel like this particular one is.

Agreed. Still have one in cargo I feel no particular need to run circles to get a 1x AP planet.

In its current state, the item is beyond useless. Imagine if it gave a random permanent effect when it was used - it'd be worth the hassle then.
