 exp decreasing artifact?

Post exp decreasing artifact?
So we can increase how quickly we get experience with artifacts and essentially autorank, any reason we dont have anything at ALL to lower experience gain to slow or freeze rank? just a thought, figure I'd be pretty helpful to have, any opinions or ideas on this are more than welcome
