 Base lock Timer Artifact

I think it would be great to have a rare artifact that can be a drop from a rare NPC that would reduce the timer on an active lock on it's owners Base by 1 hour!

They would have to be rare enough that a legion would be very unlikely to be able to collect 8 of them within any reasonable amount of time... as they would be able to cancel a lock altogether....

But this would add an extra dimension of strategy to base locks. No longer would letting a base lock "Sit" for 6 Hours or more be a "Best Practice".... rather, an attacking legion would have to muster it's forces prior to a lock... and be ready to go for broke!

-100, this sort of thing would benefit really no one except high rank legions since high level legions can often kill virtually any base in under 30 mins while lower legions might need 5-6 hours to kill one. This would be a disadvantage to all lower ranks and would mean higher rankes legions not only have no effect on them killing bases, but make it easier for them to defend against others increasing the gap of basing for low ranks:high ranks...

We can do anything in the game when we want.
That doesn't mean you should limit new content

It's a very good idea, toss a cap on the artifact to where it can only be used 2 - 4 times per base lock
With this you would also need to grant legions a small grace period after a disable so they can't be locked more than the already standard 3 times a day.

for this idea to be accepted by any1 there would also need to be 1 for the locking legion as well to be able to decrease and increase the timer i say it be a artifact and also needs gp to be used as well to go with it max of say 4 hours of lock can be decreased and another 4 hours if needed and wanted 4 hours if hours have been taken away by defending legion so example kick you gets locked by you dead kick you decrease's the lock by 4 hours to try to save there base you dead also has a option to increase the lock up to 4 hours if they so needed the full 8 hours to kill. most timer can be is a 8 hour lock but can be drop to 4 hours by either legion

Make this usable as the locking legion and the locked legion. That way if you dont want your base to get disabled, you can reduce the lock time up to 4 hours (and only usable as long as your base hasn't been disabled in the lock)

First of all, I'd most certainly approve this idea with a hard cap of 4, unless the following more complex method is implemented.
I would not let it drop from NPC, however, as it would mean that bigger legion get to always cap it while the smaller ones, the ones that actually would benefit from it in senrario described in OP(that is to say wait 6 hours to kill instead of taking 6 hours to kill) unable to mass any reasonable amount.
Instead, I'd suggest that each successful legion mission should give the legion as a whole(in some kind of legion storage) an artifact(or a stack thereof of which number is based on the extend of mission completion in the round), and this can be one of them.

As for the more complex method I promised....
I'd say it can be made so that it (or it and another artifact from a different legion mission) can be used to shorten/lengthen the timer by 1 hours each, with a initial cap of 2.
Each time an artifact of this type is used, the other side gets its cap increased by 2. That is to say, if defender reduce time to 7 with one use, the attacker can then use 2+2 and bump it to 11, which the defender, now with 2-1+8 limit, can nuke it down to 2 and so on. This would, in theory and sufficient supply of the artifact, make it an interesting tactical element--do not use too many at once unless you can "kill" the timer right away or it might let your opponent come back with much more. Ofc, to be fair to the attackers(so to speak), the defender shouldn't be able to completely kill the base timer right away. Instead, the minimal amount of time left is max(30-x,3) minutes. Where x is calculated as one of the follow:
a. the simple method: the sum of the highest 5 base from the attacking legion minus the base lvl of the defending legion
b. the medium method: the average level of the base of the attacking legion times the square root(round up) of the number of attacking legion minus the defending legion base level.
c. the complex method: sort the attacking legion base lvl from biggest to smallest, designated as a1, a2, a3.... It is then, a1+max(a2-1,1)+max(a3-1,1)+max(a4-2,1)+max(a5-2,1)+max(a6-2,1)+max(a7-3,1)... and so on, and finally -defender base lvl. Specifically, there will be 1 unmodified term, 2 -1 term, 3 -2 term and so on. The number of term is limited by the number of locking legion and can be infinite in theory(well, not really, due to pact limits etc) with each term "worth" at least 1.
As for all three methods, the x is not a fixed number and can change when new legion join the battle. So it is checked at the time the artifact is applied only.
