added control of research

my legion bud came up with this and asked why we didnt have it, seeing as how he has YET to get on the forum, i will ask, why cant we take X amount of research and put it towards scanners and X amount of research and putr it towards defense all in the same resaerch accumulation?

why take twice as long as to get to one added level or research...makes a little sense i guess at lower levels. But when your research takes 1.3 million points...seems unnecessary.
