A quick summary: Destroying planets creates debris which determines generation of asteroids(also comets/gas clouds) which have various uses. Mining them to get resources for planet terraformers or a more risky but higher potential of flinging the asteroids at planets.

We gain the ability to destroy planets through a repeatable mission that gives a device that can destroy non-occupied planets(2 new planets are generated per destroyed planet), which depending on the planets type,size and resources generates multiple types of debris. There is multiple different types of debris that have different properties corresponding to the planet type like comets from ice/ocean planets, gas clouds from gas planets and rocky debris from solid planets. These debris types would have a subtype due to the planets resource such as rocky artifact debris or research gas debris due to the planets resources. This debris is added to a galactic total which determines generation of asteroids/comets/gas clouds(just going to say asteroids for simplicity) if there is enough debris to form them, with size and resource types tied to what debris is currently floating around the galaxy. Higher amounts of a certain debris while make more and larger asteroids with that type and once it is mined/used it's debris is removed from the galactic total. The asteroid can be mined to gain the debris type for use in planetary engineering project or it can be used in other purposes like throwing them at planets or locations for dangerous terraforming of planets or creating a moon or even completely new planet. Debris mined can be used in a variable mission to create devices depending on input debris.

An optional part to balance out the features power but isn't nessary: Destroying planets or harvesting asteroids gives planet reputation(could use a different name) which then determines your chances of events after galactic debris hits a critical threshold. Galactic debris is harmless and is only mined or used until it reachs a certain level but it will take a bit of effort to get there. That level is listed both when destroying planets and mining asteroids.(rewriting to be more compact but will have to finish later)

there are already plenty of planets around now. the issue is too many useless planets.

instead of the daily mission giving you an artifact which will destroying non.occupied planets, the mission should instead give you an artifact that will take 1 of your currently occupied planets and meld it with an unoccupied planet. the new planet will be at least 1 size bigger than the biggest of the original planets. the resulting planet will have a permanent effect preventing further melding.

however the resulting planet type and richness will be a bit more randomized ... toxics and volcanics will be more likely (50%) due to the melding process, but exotics and dysons (5% each) might be part of the mix.

i like the idea of debris also being a byproduct, but i'm not sure if it needs to be a galaxy wide thing. it could just result in either positive (20%) or negative (75%) production for the planet itself, or even coalesce into small moons (5%).

something like this would definitely be a new toy for existing players, but i really doubt it would bring in new players.

There are plenty of planets around but most of the planets being blown up will be crap planets and hopefully they will be replaced with some better ones or at the very least there's a bit less crappy planets. I probably should of gone into more depth with the debris part and it's uses . The debris from planets is added to a galactic total to determine what types and size of asteroids that are generated to be mined or tossed at planets for risky terraforming that can give better result for less energy or it could turn into a disaster such as turning a terra planet into a barren or even volcanic planet ruining it's resources in the proccess. The debris collected from asteroids can be used in a variable mission that gives a planet terraforming artifact depending on whats provided(if there was enough). For example the rocky artifact debris could give a device to increase artifact richness or increase planet size or both but it requires a sizable amount of debris(Limit like other artifacts). Similar thing with with rocky mineral debris could be used to increase a planets mineral. Device's could even change a planets type like using several water devices on a barren world could make a ocean planet. There is a more direct way to terraform through hurtling asteroids at a planet(only your own) which can give positive results in small numbers but can easily cause disastrous results if you go too high. It's far more risky but it's limits on size and resource richness is higher than the much safer terraforming devices, but it can easily ruin a good planet.
If the debris count gets too high there will be minor asteroid impacts that may give a temporary minor production debuff or buff with events increasing in occurrence and severity if the debris count gets higher. This is meant as a balancing mechanism to the great features offered from destroying planets. It will take a large amount of planets being destroyed to reach this point, it's not going to happen from someone blowing up a couple planets. It will take a lot of people blowing up tens of planets in a short amount of time without mining asteroids to cause this. People mining asteroids lower the debris count by the amount of debris in the asteroid mined.
