Any base that hasn't had an active member in a year or more should be automatically open to anyone passing by. Such an explorer should automatically get leader status and refurb to his heart's content or just spray graffiti and leave. I'd be just as happy if such bases just disappeared and are assumed to be broken down for scrap but if Dan insists on letting them clutter the galaxy, they should be at least accessible to active players.
