If a legion is under a NAP with another legion it should be fair to trade with them but there should be an improvement to the trading system. Why not let one person offer a trade to someone, the receiver can offer something in return and then they both confirm their trade. Only minerals, certain artifacts, and certain special items can be traded.

to add to that, you should be able to talk to other legions with NAPs without the cost of energy

an addition if i may

those sound like good ideas and what about an ability that lets you share HVT players between legions, as many of us have a similar enemy who goes around raping multiple legion members. And if the alliance Leader is feeling charitable, he/she could send those who help some minerals or creds etc as a thank you.

of course you should be able to click a box with who you want to share this HVT with, though, this being said, there is always a chance that the target you are given is NAP'd with you so you'll not be able to help.

just a extended thought on this :)

The first two posts ideas are good, I would like to be able to trade more efficiently. But the third post on sharing targets is a bad idea. That would make these multi-legions even stronger. They would then be able to alert to their entire groups instead of just one of the legions getting the alert. Player alerts must be kept to just the legion that they belong to so that the multi-legions are not empowered more.
