reduces attack on NCPs by 50%, Can not attack planets or invade.

Reduces disable actions to 0.
Reduces Raiding and hacking actions to 2. the player may be hack and raided twice from another player.
If the attacking player does a hack or raid, there raiding, scanning and cloaking is reduce by 10% for 1 hour.
Can not be removed, Must expire.

Cost: 10 disables, 5 hacks, 5 raids.
