What gave me this idea was the new race specific buildings Dan added to the list on the artifact market.
like in example, If your a Zolazin, you get a chance at Zolazin Shroud Covers, Void Towers and stealth Optomizers in your artifact recoveries.
It gives the players of those races the ability to resupply on those limited artifacts which by definition would be supplied by their governments, Ergo Artifact Pulls.
But thats the general idea. 1 ship buff per race, 1 planet buff per race and one planetary artifact per race.

I quite agree with this. A few race-specific artifacts and buildings get added to the player's artifact draws based on who they are. Then, some new missions can be added that give the other races a chance at those rewards. (at a cost of mission energy)

This should apply to all races. Three extra artifacts for every single race.

If we're going to have them, then we also need to discuss what those Artifacts will be. So we've got the Zolazin Artifact list, but what about the other races? Many of their Artifacts wouldn't be suitable or would unbalance the game if they became commonly available. We would likely need to invent new ones.

here's some of the Ideas i was kicking around.
Zolazin Planet Buff: "Shroud Cover" Surrounds a planet in a powerful shroud, increasing its cloak by 600 for 1 week. Ship Buff: "Stealth Optimizer" A set of cloaking algorithms designed by the Zolazin. Increases your cloaking ability by 30% for 1 day. Planet Artifact: Zolazin Repository 1 planet Slot +1 arts +1 Research +100 cloak limit 1 per planet (Combining the Analyzer and the tower)
Sillixx Ship Buff: "Sillixx Nanites" Your ships hull regenerates like your shields for 1 day Planet Buff: "Sillixx Expo" Species from across the galaxy flock to this world for Commerce, increasing its population by 600 for 1 week. Planet Artifact: "Sillixx Trading Center" +1 Minerals +1 artifacts +100 Populaton Limit 1 per planet
Vygoid Ship Buff: "Quantum Physics" A set of scanning algorithms designed by the Vygoids. Increases your scanning ability by 30% for 1 day. Planet Buff: "Positronic Unity" When activated, Planet A.I. gains control over the planet coordinating attack, defense and stealth. a bonus of 200 attack, 200 defense and 200 cloak for 1 week Planet Artifact: "Vygoid Planetary Computer" +2 Research +100 Defense limit 1 per planet
Konqul Ship Buff: "Konqul Assult Squad" When activated, your crew gains a 30% bonus to raiding for 1 day Planet Buff: "Konqul Bunkers" Planet Gains +200 attack 400 Defense for 1 week Planet Artifact: "Konqul Hall of Warriors" +2 Artifacts +100 attack Limit 1 per Planet
Inergon Ship Buff: "Overcharged Relays" Increases your energy recovery rate by 30% for 1 day. Planet Buff: "Power Grid" +300 Defense +300 cloak for 1 week Planet Artifact: Inergon Science Academy +1 minerals +1 Research +50 attack +50 Defense limit 1 per planet
Aerlen Ship Buff: "Aerlan Bypass" Increases your hacking rate by 30% for 1 day. Planet Buff: "Aerlen Star Defense" deploys a powerful magnetic field around a planet that repulses most ships +600 invasion defense for 1 week Planet Artifact: "Aerlan Metallurgical Complex" +2 minerals +50 Defense +50 Cloak limit 1 per planet
Human Ship Buff: "Combat Maneuvers" Increases +15% Attack +15% Defense for 1 day. Planet Buff: "Blockade" +150 attack +150 defense +150 Cloak +150 Population for 1 week Planet Artifact: "Octagon" A Terran Command and Control Structure +1 minerals +1 artifacts 25 attack +25 Defense +25 Cloak +25% Population limit 1 per planet
Taltherian Ship Buff: "Dog fighting" Increases +10% Attack +10% Defense 10% cloak for 1 day. Planet Buff: "Urban Warfare" +300 defense +150 Cloak +150 Population for 1 week Planet Artifact: "Sentry Defense Grid" +2 artifacts +75 attack +25 Defense limit 1 per planet

For the Genetarr maybe something like this: Ship: "Mental Enhancer" For 1 day your Mind Influence also effects defense Planet Buff: "Group Resolve" Trap [1 week] The first ship to attack the target planet will cause +1000 planet defense for 12 hours Planet Artifact: "Matriarch Supervisor" Size:2 +150 population and +2 research
