Can't use offensive artifacts when disabled

Zzzzzzt Joined: Sat Apr 30, 2011 5:08 am Posts: 50	Can't use offensive artifacts when disabled It seems to me that it is unfair to have a person sitting disabled and able to launch debuffs and containment missiles at you. I think it is only fair that if an artifact negatively effects a player it should not be able to be used unless they are operational.
