I think you guys once a year should have a legion War and battle to the top. Some Legions are good but can't be put on the leader board due to rank, so i think that each year you should have a war that last a month or so. Each legion that applies will be set up with four others. Then the one of the four that gets the most points from defeating members of the others. If Legions with NAP's get put together randomly, the NAP would be temporarily suspended till one of the legions won. Each set of four would only last three to four days, The members of one of the legion will get to have a list of all the others members they can target. When a legion is in the tournament war with others, other people can't attack them. Each time one of a legions members hacks, raids, and disables someone from one of the other legions, they will earn points. 'The points from the members would Vary based on their rank and battle rep'. When one member of a legion disables someone, that persons legion has an hour and 30 minutes to fix them our the other legion would get an extra point.
Each time a legion wins it's members would get a new artifact, the higher they get, the better the artifacts get. When it gets to the last twelve legions it will change so only two get put with each other. The last ten will also get 20 skill points for each member. The Legions that make it to the last fifty would get 10 skill points for each member too. Then when the last to are put together it would last a bit longer like five days or a weak, and all other players could get feed on whats going on between the finalist. once one of the legions wins, each member would get 300 galaxy points and the top of the leaderboard for one month. then the leaderboard would change back to it's original settings. Legions that made it to the top 12 would get 100 galaxy points each member too.
So i think these are pretty basic rules on how legion battle to the top would go, but you makers of the game ca add to it if you like, but i personally feel this is the way it should be done if you guys decide to do it.

I agree with ExSeaD, their should also be another board of the top legions that doesn't reset, but changes after the next one.
