Yes now that we have legions it would be cool to have a weeker one made for a player. Kind of like a small place. It would be upgraded similarly to that of a legion base. It would of course give something different then the legion bases do. It would also in part kind of like act as a planet you can set up from scratch. With production bonuses being a whole lot weaker. Something like +5% for each planet you have made into a colony, +5% for each fellow legion member that has a trading post on there own station, and the nase defender bonus.

Given the personal nature of the base, you can also add scanners to it ect... But that is an option that is not liked.

This idea is that this is your small trading post/personal base. Something that can even help the legion bases.

I would consider mission-based Dyson and Exotic planets as your "personal" homeworld or spacebase anyway. FINALLY that Dan made something great for legions since Legion system was introduced last Fall.. We need more Legion-based system coming. Can't wait for legion vs legion wars. Legion-based systems strengthen GL community FYI so it's smart to introduce more like this.
