i don't know anything about future upgrades for the base, but how about a module you could add to the base that would allow you to host diplomats from other legions and set up inter-legion trade ?
also, a module that allows you to put contracts out on certain ships or bases, or be able to respond to hit wanted ads
just some thoughts, sorry if i sound like a noob
