I know this has been stated before but it needs to be revisited because the problem is getting worse.

There needs to be some way to limit the creation of new legions. There are literally HUNDREDS of legions with less than 25 people in them. With starbases here it will be even harder for such a small force to build and maintain a base.

My suggestions would be

1) A player must be level 50 to create a legion.
2) Starbases cannot be created until a legion has at least 25 players
3) Legions with less than 25 players will be automatically disbanded after 30 days.

Points 1 & 2, are fairly reasonable. But point 3? I can see disbanding under 5 or maybe even as high as 10, but 25 is a lot for some of the small fry to get together if they don't know a bunch of people when they start here.

yeah i don't agree with 25 or less....my legion has remained steady at 14 members for a while....how about forcing players under level 50 or so to join a legion , as well as not being able to form one. that way they get the help they need just starting out and every legion would have to sponsor new players

small legions are good for getting recruited by larger legions.
