Scan Idea please respond if you like or dislike it

When you start the game, you have a base of '0' planets scanned for scanning purposes. My suggestion is that for every 4 levels the base goes down 1 point as follows:
If I have 1 planet scanned at level 4, I am treated like having '0' scanned. If I have 2 planets scanned at level 4, I am treated like having '1' scanned.
If I have 1-2 planets scanned at level 8, I am treated like having '0' scanned. If I have 3 planets scanned at level 8, I am treated like having '1' scanned.
ETC.
This method would prevent what Khaos and others near the top are experiencing which is a 0% chance to scan due to the fact that they have so many planets in their government.
Foreseeable problems: Said high level players would be able to scan a ton more thus increasing the risk of them taking your planets.
Remember though that currently the game has no good mechanic for combating this problem.

just count planet colonized as not scanned. Eassy peasy.

Daniels idea seems a bit more sound. no offense bubba, just your idea is a wee bit more odd and way less unlikly to happen b/c most players go on a scanning spree but can only colonize one planet per 4 lvls.
