Instead of a countdown timer like the repair bay, this special module has a set amount of shield energy that charges over time.
When used, it will recharge a ship's shields at a credit cost per point of shield energy taken, while depleting the battery by an equal amount. The price would be added directly to the base funds (and could possibly be set by a leader.)
It could be upgradeable at higher base levels, for higher battery capacity and/or faster recharge rate.

My shields recharge in about 45 minutes and if i need them faster than that there's Restorer artifacts. I don't think this is really needed...
