an artifact drop that allows you to do about 20 damage to an npc

the reason for this is that sometimes when i attack there is often up to about 20 health left on the npc and its annoying to use up another 5 energy just to damage it for a little bit

No, I would definitely use it at rank 494, that extra hit once in a while can mess up your exp/energy ratio, which is important for any level.

really? Cause it takes you what, 2.5 minutes to regen that lost hit? Oh dear. that's not enough time to check the forums for updates and reply to more than one message.

It's plenty when that happens numerous times (even if it's one in twenty NPSs, that's a lot) and you're using a Shockpulse Charger and Neural Interface.
