The idea is this, a module that can be build in which a player can load there ship into. So they cannot be attacked hacked ect...
This could be thought of the Docking station that can keep a ship safe so long as the base is not disabled.
So it could be a safe haven overnight. Though a few rules would need also be set down.
No resource gathering while in dock. (You are safe so you are not getting your cargo drones shipments as they cannot enter the base unless something else is added.) [The things that could be added another module that can collect any members hourly shipments and store them as leaders/officers to use normally but put into a base storage.]
The player cannot be attacked, hacked, or raided.
The player cannot do anything (missions, scan for planets, use artifacts, hunt NPCs ect...) until the undock themselves.
The player can lose planets normally.
In the end it is as much a safe place as a pace that cuts you off from doing anything. Well the bease being defeted would set you up normaly if it falls.

insted of loosing shippments couldnt you just applly a toal???
say [(rank x 4) + (combined sum of shipments p/h x hours in dock(rounded up)) x rank] credits
eg:
LVL [(500 x 4) + ((5000AP + 7000ms + 8000RP) x 12hours) x 500]
= 13,000,000 credits
