New badge/ct/rare_npc_drops

1) Technical Missile: Allows you to uninstall 3 scanners/cloaking devices (chosen randomly) CT: 10 Containment Missiles, 20 disarming bombs, 20 emp spheres. Badge: 10 reds. NPC: Dark Weapons Dealer (Fairly normal DSG stats)
2) EMP Missile: Debuffs a target, and prevents them from buffing for 1 hour. CT: 15 Containment Missiles, 30 Emp Spheres. Badge: 10 Reds. NPC: Dark Weapons Dealer.
3) Colossi Cannon: Size: 50, Attack: 300 (1:8 ratio ftw!) CT: N/A Badge: 100 reds. NPC: Some form of Extremely Rare, Rank 200, Cloaked Elite.
4) Excavator Crew Size: 2, Artifact: 3. Bonus doubles if used on a new colony you recently invaded. CT: N/A Badge: 3 Greens. NPC: N/A
5) Bio Test Lab Size: 1, Research: 3, Population -50. (Cannot lower population below 20.) CT: N/A Badge: 2 Green, 100 Blue NPC: N/A
6) Satalite Service Station: Cloak +5% CT: Repair Nanodrones x30, Processing Core x20, Relay Tower x20. Badge: 60 Blue. NPC: N/A.
7) Worm Virus Usable only after hacking opponent. 5% of the next 3 hours research is sent to you. Not removable. CT: Tactical Inner Bypass x3, Dark Pyramid x30, Tachycon Cylinder x20. Badge: 15 Blue NPC: N/A
8) Kidnap Crew. Usable only after raiding. Steals up to 10 crew from your opponent. They can buy these back for 100,000 each. CT: N/A Badge: 10 Yellow NPC: Elite: Yaxod, Crimson Prison.

Almost all of these are overpowered even at the cost. -1 to all except #2, you can easily edit the Excavator crew because it should be, 8 Green Badges and 2 and Doubles if recently invaded,#5 at cost is good.

#7, #4, #3, #2 are good, some are overpowered such as :
#1 : that destroys scanners and cloaking Devices. My scanners cost 5.9 Billion CR +250 Aidonium. #5 : We already have the DMC7 Datacentre. #8 : Retarded.

nerfed that attack forgot to change that.
It was originally 400 attack.
