I think at rank 400 you should get a mission that u can do. To make it awesome have it give NO exp but instead let you put nrg in to getting artifacts points . have every completion give x amount of ap.

Not a good idea. Anyone with excess energy will just use it for AP (which tend to be people with already high AP).
