names says it all, an additional building for planets aimed at artifact production to complement the existant sucaltion portals for mining and exotic labs for research.
like most players i find it harder to minmax arty production on planets due to fewer artifact production options available, theres plenty of reserach equivalents and additional stuff from npc's, even mining has sulcation portals, but artifact has nothing
the badge/theory-lab buildings are prohibitively expensive to put on every planet of consequence, and so i declare that artifact production needs some love, perhpas a buildings using ctp or em or more likely both, size 1 prod 1 etc.
