Military Academy requires 250 red badges and 250 yellow badges (maybe silver badges?)

Alllows members of the legion to receive double the amount of resources in raids. Maybe 50% more and 25% less when being raided.

It would be a use for badges that people have piled up that they can't really use and it makes sense that it would be built by someone with experience. Also raiding for the actual resources is mostly a waste of time and energy. You have to spend X amount of energy to disable the person for just a chance at receiving a paltry amount of resources. The reward for disabling someone that you have to spend energy to even do should have the possibility of outpacing your normal production.

Intelligence Agency requires 500 blue badges

Allows members to to recieve double the amount of RP in hacks and doubles critical chance. Possibly 50% more and 25% less when being hacked.

Either one of these ideas might be better applied by just reducing the timer. I just know that hacking and raiding need a buff and that badges need a use.

this would be cool if you could donate the badges like energy EM CTP or Credits and then have them used. Oh also maybe things you could buy that would increase things for yourself like give you 25% more production a day from the base.

Negatory on the doubling of critical hack chance. I'd say 10 to 15% increase.

reducing the timer some amount seems the easiest. maybe you can just hack every 10 minutes instead of 15 or something. That way limits would still be just as helpful against being critically hacked.

The time manipulator nerf makes it ridiculous as it is. You can't fight back against alerts whether it is a swarm of midgets or a swarm of sumo wrestlers and all you can do is alert them back and all they can do is alert someone else back or constantly complain, which they do. Yet we can't alert fast enough for it to be a "war" and you can't fight one on one and hope to accomplish anything without staring at the screen. You can't hope to come anywhere near your production with hacks and raids either. Which is pretty ridiculous in the case of raids. Your reward for wasting energy disabling someone is the privilege of wasting more energy for the chance at less resources than you can produce just sitting there, even if every raid was successful, and you do it by not using that energy to improve your already relatively gigantic income. The badges were supposed to be a solution to that, but red badges are pointless after 160 and the yellow badges are good for a building that isn't barely worth using.

OK I think I got rage-distracted

There could be a mk II version or something that reduces wait time even further possibly.

the critical hack thing is wow if a dysonian had a problem with you they could easily find EVERY planet you had EVER scanned.

I don't know what the crit hack probability is right now, but its got to be like 3-5% at most. That means you would need to do 20-30 hacks or maybe more just to get a single crit hack. That would take 5-8 hours of staring at the screen. The odds of it being a good planet that is actually owned by the person you are hacking are still much much lower. Shortening the time doesn't raise how many actions you have. it is incredibly unlikely you will be crit hacked if you are hacked for only your base actions (5 hacks) and if you have more actions then you "have it coming". thats why the limits exist. not that anyone could clear a large amount of actions any more with the limits on time manipulators. You would want to use a bunch of positron clouders and quantum flares before using time manipulators and even those contribute to the offensive actions that limit the use of time manipulators. I don't know if everyone realizes how all encompassing offensive actions are. You have to use 50 time manipulators to clear 4 peoples base actions. Probably not even 1 persons actions if they are high up at all. So if you expect to zero out four people, or just one naughty person, you have to not use any artifacts or have had any other scuffles whatsoever in the past 24 hours. Basically if you get alerted, you are screwed and there is nothing you can do about it but do the same thing back and listen to them complain about you alerting a lower level or something when the only reason you alert them is because the game won't let you fight back against anyone by yourself, regardless of rank. It makes gangbanging the only viable strategy and totally promotes bullying.
