reducing the timer some amount seems the easiest. maybe you can just hack every 10 minutes instead of 15 or something. That way limits would still be just as helpful against being critically hacked.
The time manipulator nerf makes it ridiculous as it is. You can't fight back against alerts whether it is a swarm of midgets or a swarm of sumo wrestlers and all you can do is alert them back and all they can do is alert someone else back or constantly complain, which they do. Yet we can't alert fast enough for it to be a "war" and you can't fight one on one and hope to accomplish anything without staring at the screen. You can't hope to come anywhere near your production with hacks and raids either. Which is pretty ridiculous in the case of raids. Your reward for wasting energy disabling someone is the privilege of wasting more energy for the chance at less resources than you can produce just sitting there, even if every raid was successful, and you do it by not using that energy to improve your already relatively gigantic income. The badges were supposed to be a solution to that, but red badges are pointless after 160 and the yellow badges are good for a building that isn't barely worth using.

There could be a mk II version or something that reduces wait time even further possibly.
