Are there any sab legions I could join?
Like, a legion full of sabs that specialize in taking down planetary defenses so they can be stolen, perhaps for a fee?
if so, what should I expect to pay?

Well, Anomaly is aiming to increase the amount of sabs we have in the family. Currently there are 6 there.
As far as cost is concerned, you'll have to take it up with them but I'm pretty sure its free, don't quote me on it though as the sabbing policies might've changed from when I was a sab myself.

The last major sab legions were what is now IC and CRA I doubt anywhere would have the sab volume our legions once enjoyed.
The highest concentration I can find is Imminent Annhilation, however access would require a permanent position due to anti-drifter policies, and as such you would need a minimum of 1000 pvp kills as spots are tight

Icarium's Fate legion also has a nice amount of Sabs, but very rarely you will see the sab pack online at the same time. Sab legions in general.
