Council of Mercenaries (formerly xenochrysalis):

Level 6 Base producing research (110s) and artifact (50s) distributed evenly 7 DAYS A WEEK! Currently self sufficient, so no payment requirements. Base also has 2 base comm interlinks and 2 scruuge bastions.
