Most legions out there have about 10-20 players, all these were most probably gained in the first 1-3 days of the legion being established. This is because, other than going on the forums, or sending comm messages to people, there is no way to recruit members past this point. If we could have more established legions, it will be better for the game, and more people will continue playing it. I personally, have no suggestion on a way to implement this, but I started this thread so people can right down ideas. I will add them to this post as well received suggestions are made.
Thanks SUGGESTIONS:
Filters in the legion search. If a player looking for a legion could search by average rank, average strength, base level, etc. DarthRavage
Limit the legion making level. E.g. 50 or 100 Sparky/Vette

We already have a way to search for legions, see the top 50 legions, forum for recruiting, sending comm's to players to recruit ... what else is there?
I will agree that it is difficult to wade through all of the different legions, it's just like any guild in any game. You can only reach as far as your arms go. If you implement a new thing, ALL legions will have it. Therefor, it will result in the same thing: legions get lost in the waves of other legions.
So, what do you do? Be creative to recruit. Send comm's, talk to friends and friends of friends, post on the forum, things of that nature. Most level 4+ legions that I've seen have at least 40 members constantly. most 5s that I've seen have around 50, some between 50-60. Most 6s and 7s are around 60 that I've seen.
It's a consequence of having the ability to create a legion given to each and every single player above rank 20, which is easy to achieve in 1 hour if you know how to click the missions correctly.
Edit: Not trying to be negative here, just saying, when you have so many legions based on the system, it's going to happen that some legions just aren't going to reach a whole lot of people.

Also, try pre-planning your legion. Get some people together and start with 10 or so members. Get the base up to level 4 ASAP and you'll be fine.

I understand what you are saying. Maybe Dan should increase the number of legions on the pages to view so players can look further. Most probably stop after a few pages. Of course this only gives your legion an opportunity to be seen for a day or two more.
Edit: You can also create a recruiting legion. A legion you send an Officer or yourself or one of your Co-Leaders, and they direct all members who join it to the main. It can also be useful to weed out the worst players, since they are likely to ignore who ever is in charge there. ONCE the recruiting legion is several pages back, the Leader their dissembles it and goes back to the main legion, OR creates another Recruiting legion if you did not draw enough new players.

My suggestions would be
(Every legion should be given a chance and have 2 weeks to gain at least 10 active members or it gets auto deleted
and
20 members must join within 24 hours, this would mean leaders would possibly have to pre plan the legion before creating it )
Any legions currently below 10 members for longer then 2 weeks should be removed from the game
Any legions below 50% active should be removed regardless of how long they have been created for
there should be a limit such as minimum level 50 to make a legion or to even be given leader status

I agree the rank to create a legion should be higher and that very inactive legions should be shut down. With so many legions, right now, we could have a 100% legion player base, as in every single member held their own legion. Most people that play this game have played another energy based game before it. For those that stay, rank 20 in an thirty minutes to an hour is absolutely nothing. Rank 50 on the other hand takes a bit more time.
I personally think you should need to be rank 100+ to create a legion. Once you are the leader, you can promote anyone you want to officer, but Leader positions can only be held by rank 100+ players.
I also agree that legions with a low active rate should be shut down. I think they should be given a warning in the game (in case by some awkward chance they aren't aware) that if they are not above x% active within 1 week (same time as to become loyal), they will be disbanded and the base will simply disappear, no credit return.
Not sure what the percent active should be, but also agree that there should be a minimum amount of players in the legion. As in, a 1 player legion cannot stay. I think 10 is too low since a person could theoretically create that many multis. I think 20 is a good number, not sure though.
All good ideas to try and create a more obvious legion list. Doesn't affect a lot of us that really post on these forums (necessarily), but for those that aren't here, it would be helpful. Having a lot of legions is good, it leads to plenty of choice. Having almost as many legions as members is not good.

As I've mentioned dozens of times before a big help would be filters in the legion search. If a player looking for a legion could search by average rank, average strength, base level, etc. Face it, %99 of people who play don't use the forum, and half of those probably don't even know it exists. For example- a level 200 player could type in a range of levels in the search field between 100-300 and get a list of every legion with an average rank in that range. This would save hours of clicking through inactive and one man legions.
