I'm sure this question must have come up before, but I can't see any single threads
on it, only a couple of unanswered requests and closed threads.

I need a high level hitman (500 or higher) to take care of a single ship.
I don't care how you to it, what you have to do, but he has been farming
our entire legion, hacking enough to steal planets, and already taken two.

I'm level 230, I can take care of myself, but we have no higher players in
our legion. Some people might offer kurenite, some might offer tech parts,
but galaxy points are really the coin of the realm, and so I'm happy to
buy you something nice and shiny as a completion bonus (I know mineral, artifact and research
warehouses are transferrable, for example). I'm happy to pay a reasonable
fee in tech prats for your services as well.

You would need to temporarily join the legion, get him to back off, and
stay for a few days to make sure it lasts. If you can do this, I'll pay
the completion bonus plus tech part fee.

The problem is high level players lose out on their base and the NPCs which get shared. Low level legions can't usually afford the sort of price which would make a player lose out on this. Offering good planets as bounty to come over might be an option.

You could put a bounty on the forums for players who find the marque on their battle tab to disable them or take their planets.

It might be an interesting addition to make an assasination option. Instead of legion alerts a bounty could be set. This is probably a bit Mafia Wars. Not sure it would be a great addition to the game.

What level is this person?

The player is level 347 . So its just a little out of my league, but not some mammoth unbeatable ship.

Yes please... give a name and legion for this guy. I usually have loads of mid-300's on my tab.

i'm not normally one to put words in the mouths of others, but...
i'm pretty sure nobody using these boards likes players that farm or bully smaller ships...put his ign and legion up and i'm sure he will back off sooner rather than later.
dont forget to include your legion name, so he knows why he is being hit
