I think that there should be some sort of rank limit determination for your success at invasion.
Something along the lines of if the person is below 1/3 of your rank, or above 3x it, then your chance at a successful invasion would be cut down to 1/10 of what it would be. This will make things like a rank 965 taking a planet from a rank 140 a bit rarer. The exception of course being inactive players.
It just seems a little fairer than say, a very lucky rank 30 who managed to find an awesome unoccupied planet close to starting, but still not really having much in the way of planet defence, trying to fend off someone who is over 100 ranks above them.

The question isn't weather you think there should be a proportionate percentage decrease as the rank difference increases. The question is weather it is fair to the new members.
My opinion is that it is not fair. What Solnya is proposing is something that might even the odds for the lower ranked person. it wouldn't completely prevent the upper ranked member from taking the planet but it would make it harder.
